I'm completely new to the Recording & Review process but it partially looks like the kind of adjudication the French Council of State, the Administrative Jurisdiction Supreme Court, is undertaking (reviewing the validity of administrative decisions, orders, rules, regulations). The process is different though
Yes, to that extent R&R is similar to the French process (and really any other legal process for reviewing the validity of administrative acts). But R&R has a broader remit (the legislation of local legislatures are subject to NPCSC review as well) and its procedures aren't judicial in nature.
